Tertiary Unit

Mission

The mission of the Tertiary Unit is to ensure that the tertiary system is administered in an efficient and cost-effective manner so that the manpower needs of the country are met.

In fulfilment of this mission, the unit performs the following functions:

  • Participates in planning for all levels of the system.
  • Supervises the system through visits and attendance at Board meetings.
  • Manages the budget for all tertiary institutions.
  • Makes provisions for scholarships and boarding grants at the tertiary level.
  • Administers a Teacher Exchange Programme.
  • Represents the MOEYC on all boards at the tertiary level.
  • Approves appointments for all staff in tertiary level institutions.

Achievements

  • Restructuring of the U.W.I.
  • Upgrading of C.A.S.T. to the University of Technology (UTech).
  • Merger of the College of Agriculture and Passley Gardens Teachers' College to form the College of Agriculture, Science and Education (CASE).
  • Restructuring of the Edna Manley College of the Visual and Performing Arts (formerly Cultural Training Centre).
  • Restructuring of Moneague College to form a multi-disciplinary college offering both Teacher Education and Community College programmes.
  • Commencement of several new degree programmes including degree in Pharmacy at UTech, degree in Physical Education at G.C. Foster College and degree in Early Childhood Education at Shortwood College in collaboration with U.W.I.
  • Inclusion of French education for teachers in the programme at Shortwood College.
  • Commencement of new Associate Degrees in the Community Colleges including A.Sc. in Business and Hospitality and Tourism.
  • Expansion in the Scholarship Programme for tertiary students to include two additional Jamaica Scholarships - The Adult Suffrage and the Independence and nine new exhibitions to the U.W.I. as well as over 60 additional teachers' scholarships.
  • Increased enrollment in all tertiary level institutions through expansion of enrollment on campus, at outreach centres and through distance education.
  • Expansion of students' loan facility in collaboration with the private sector.

  • Implementation of new structures at U.W.I. and commencement of strategic plan to the year 2002.
  • Implementation of new structure at UTech and continuation of the upgrading process, i.e. staff and facilities.
  • Expansion of programmes and professional upgrading of staff at CASE.
  • Implementation of new structure at EMC and expansion of programmes and enrollment.
  • Expansion of business programme at Moneague to include teacher education.
  • Expansion of programmes to the Associate Degree level in community colleges.
  • Establishment of secretariat for the community colleges.
  • Implementation of new directions in teacher education.

  • Full articulation of the tertiary system.
  • More degree programmes at the teachers' college level.
  • Expansion of the Diploma in Education programme at the U.W.I.
  • Expansion of post-graduate programmes at U.W.I. and divestment of lower level programmes to tertiary colleges.
  • Expansion of degree programmes at UTech.
  • Institutional strengthening of the community colleges and teachers' college.
  • Expansion of scholarship programme and other financial assistance schemes.
  • More emphasis on the aesthetics in order to develop the varying talents of our people and to contribute to the personal development of all students.
  • Accreditation of increased number of programmes in tertiary institutions.
  • Increased use of technology to assist learning and to increase access to tertiary education.
