DIRECTOR, EXECUTIVE SERVICES (GMG/SEG 4

 

CORE FUNCTIONS

Reporting to the Permanent Secretary, the incumbent will be responsible for -:

  • Managing the work of the Executive Services Unit.
  • Developing and reviewing cabinet submissions and briefings in respect of the Ministry’s legislation programme, as well as coordinating the comments from the Ministry’s Agencies and Departments.
  • Monitoring and ensuring implementation of Cabinet Decisions and preparing the relevant reports in a timely manner.
  • Providing technical advice to the Honourable Minister, Permanent Secretary, Divisional and Agency Heads geared towards the development of policies.
  • Leading the preparation of the budget for the Executive Management portfolio of the ministry and managing its administration.
  • Maintaining a register of the Board of Directors of the Ministry’s agencies and ensuring that the composition is consistent with relevant statutes.

MINIMUM REQUIREMENTS
Specific knowledge and skills:

  • Sound knowledge of the operations of Government
  • Sound knowledge of planning and Government policy formulation
  • Knowledge of the following acts and regulations
    • The Education Act
    • The Education Regulations
    • Public Service Regulations
    • Staff Order
    • The Access to Information Act ,as well as

       The Ministry of Education’s policies, rules and regulations            

  • Sound knowledge of the principles and practices of management
  • Excellent analytical skills and ability to think strategically
  • Excellent oral and written communication skills
  • Excellent interpersonal skills and ability to lead and motivate staff

QUALIFIATION AND EXPERIENCE

  •  Post Graduate Degree in Public Policy/ Public Administration/Economics/ Management Studies
  • Eight (8) years related working experience in  the Public Sector, five (5) of which should be at the Senior Management Level
